ANSWER

Yes. If you enroll through the SHOP marketplace, you should be able to choose a reference plan on which you base your contribution level, and your employees can choose that plan or more or less expensive plans. If they buy a more expensive plan, they would make up the difference, while they could reduce their premium if they purchase a less expensive plan. (45 C.F.R. § 155.705).
